Airfare Taxes

So, in looking at airfare, I see this "tax" or "charge" included in the explanation section on just about every website I have looked at:

"U. S. or International Departure and Arrival Charges. This charge is required and collected by the carriers. This charge may be as high as $400, depending on where you're going."

The strange thing is, when you buy a ticket, they don't tell you whose charge it is, or any of that.

WHAT THE !@#@%$!@#?!?!?

I will look into this more. This is not at all funny.
